In order to apply for an Irish passport you will need to have a few documents in order depending on what your entitlement is to an Irish passport.
You will need the following documents:

Irish passports can be applied for online or you can download a copy of the application form, and post it to the relevant body. Depending on where you live, there are two types of application forms:
You will need to fill out an APS 1E form if you are living in the Republic of Ireland. If you’re in
Northern Ireland AN APS 2 form is required.
Even if you are in Ireland when applying for a passport, but you usually live outside of the country, you must still fill out an APS 2 form.

If you are a first-time applicant, or you are hoping to change the information on your passport you will need a hard copy form. You can get an APS 1E form from Garda stations, your local Post office, the Passport Offices in Dublin or Cork, or Libraries, or contact the Passport Office by phone or email, and the form can be posted to you.
An APS 2 form can be found in post offices in Northern Ireland, if outside of the island of Ireland you can find a form at your nearest Irish Embassy or Consulate.

If you are replacing a lost, stolen or damaged passport issued on or after 1 January 2005 and your new passport will issue in the same name, you do not have to supply the additional documentation
To replace a birth certificate by email, you will have to download an application and fill it out electronically. You can then email this form to GRO onlinepayments@groireland.ie. Once the General Register Office receives your email application, they will send an email with a secure payment link allowing you to pay the fee due using a debit or credit card. If taking the routes listed above a full birth certificate will cost €20, and an extra charge for postage.
