Simply put, yes. For fraud prevention purposes, the Department of Foreign Affairs insists that all first time applicants and applicants who are seeking to change their name to their married name on their passport submit the originals of their birth certificate.

How do I apply for an Irish Passport?
In order to apply for an Irish passport you will need to have a few documents in order depending on what your entitlement is to an Irish passport.
You will need the following documents:

Irish passports can be applied for online or you can download a copy of the application form, and post it to the relevant body. Depending on where you live, there are two types of application forms:
You will need to fill out an APS 1E form if you are living in the Republic of Ireland. If you’re in
Northern Ireland AN APS 2 form is required.
Even if you are in Ireland when applying for a passport, but you usually live outside of the country, you must still fill out an APS 2 form.
Where can I get a passport application form?
If you are renewing your passport, you can apply online.
If you are a first-time applicant, or you are hoping to change the information on your passport you will need a hard copy form. You can get an APS 1E form from Garda stations, your local Post office, the Passport Offices in Dublin or Cork, or Libraries, or contact the Passport Office by phone or email, and the form can be posted to you.
An APS 2 form can be found in post offices in Northern Ireland, if outside of the island of Ireland you can find a form at your nearest Irish Embassy or Consulate.
What do I need to apply for an Irish passport?
As well as your completed application form you will need:
- Four passport photographs, two of which must be signed by a witness as per instructions provided with the application form
- Certified copy of your photographic ID such as a driving licence, a current passport, Public Services Card, passport from another country (The person witnessing the application form can certify it)
- Proof of use of name, for example, payslip, bank statement, social welfare receipts
- Proof of address, for example, utility bill, official correspondence from an Irish State agency.
- Appropriate fee
Is there any additional documentation required?
When it comes to the additional documentation you need to supply, you have to take into account how you obtained your Irish citizenship.
If you were born in Ireland, you must include:
- Your birth certificate
- Your civil marriage or civil partnership certificate (if you have changed your surname)
If you were born abroad to an Irish-born parent, you must include:
- Your birth certificate
- Your civil marriage or civil partnership certificate (if you have changed your surname)
- Your Irish-born parent’s birth certificate
If your parents’ civil marriage certificate (if applicable)
If you have citizenship through foreign birth registration, you must include:
- Your birth certificate
- Your civil marriage or civil partnership certificate (if you have changed your surname)
- Your foreign birth registration certificate
- Your foreign passport
If you were born abroad and adopted under Irish law, you’ll need to include:
- Your certificate of entry in the Register of Intercountry Adoptions (If adopted abroad your adoption must be entered in the Register of Intercountry Adoptions)
- Your civil marriage or civil partnership certificate (if you have changed your surname)
- Your adoptive Irish parent’s birth certificate or Irish passport
If you’re applying on the basis of post-nuptial citizenship, you need to include:
- Your post-nuptial certificate
- Your birth certificate
- Your civil marriage or civil partnership certificate (if you have changed your surname)
If you have obtained citizenship through naturalisation, you’ll need to include:
- Your naturalisation certificate
- Your foreign passport
- Your birth certificate
- Your civil marriage or civil partnership certificate (if you have changed your surname)
If your documents are not in English you must also supply a certified English version, translated by a registered translator. You may also be required to provide further information and/or attend for an interview based on the information provided in your application.
If you are replacing a lost, stolen or damaged passport issued on or after 1 January 2005 and your new passport will issue in the same name, you do not have to supply the additional documentation
How do I get my original birth certificate?
To replace a birth certificate by email, you will have to download an application and fill it out electronically. You can then email this form to GRO onlinepayments@groireland.ie. Once the General Register Office receives your email application, they will send an email with a secure payment link allowing you to pay the fee due using a debit or credit card. If taking the routes listed above a full birth certificate will cost €20, and an extra charge for postage.
